How the tiers work

Every program is scored on three things: whether it is PGWP-eligible at all (length, institution type, and — for college programs — presence on IRCC's field-of-study eligibility list), whether it fits one of the current Express Entry category-based draws (healthcare, trades, education, French, or STEM-adjacent general demand), and realistic total cost including tuition and living expenses. Tier 1 programs combine clean PGWP eligibility with a strong category-based draw fit. Tier 3 programs are legally enrollable but routinely leave Bangladeshi graduates with no PGWP and no realistic PR path at all.

These are legally enrollable programs at real institutions, but they routinely leave Bangladeshi graduates with no PGWP or a genuinely weak PR path.

IRCC's college field-of-study eligibility list is specifically about which fields, at public colleges, are considered aligned with labour-market needs for PGWP purposes — it is separate from both the general DLI list and from provincial college accreditation. A program can be entirely legitimate academically and still be PGWP-ineligible. Always check your exact program's CIP (Classification of Instructional Programs) code against the current field-of-study list on canada.ca before paying any deposit — not after you've already paid tuition.
